There is a necro trainer in heartsworn keep. On top of the wall. In the chunk of southwatch on thestra.

Veksal's Exchange on the front porch of one of the smaller buildings.

Tar Janashir has a necro trainer in the tower with the other caster trainers. Our trainer is at the bottom of the stairs though.
